We've been building both plugins for A/B test purposes, but it's okay for us to start sunsetting the legacy PDF plugin. The feature flag toggle is an internal setting anyway, and not supposed to be user configurable. So let us build the legacy plugin only on platforms where Unified PDF is not enabled by default.
